Christopher F. Ciolfi, Principal


Chris Ciolfi has a passion for the tower industry. “I find guiding projects from inception to completion to be rewarding both personally and professionally, especially when working    in difficult zoning environments.” Based in Western Massachusetts Ciolfi serves as Evolution's Principal and Chief Executive Officer. After starting his career in commercial real estate development Ciolfi transitioned to the tower industry in 1992 when it was all about coverage and network expansion. The progression from building one or two large office or retail projects per year to building dozens and managing hundreds of telecom projects was a natural evolution. After serving as an industry executive for over twenty years with both the carriers and tower companies Ciolfi made the decision to establish       a company that by working closely with landowners and stakeholders he would achieve the goals set by the carriers and generate positive returns for investors. Ciolfi's focus is to provide specialized services to FCC licensed Personal Wireless Service Provider's including turnkey tower development and site acquisition services.


During his thirty plus year career Mr. Ciolfi has been involved in the development and management of hundreds of tower sites and communications facilities throughout the northeastern United States with every national wireless service provider. These sites have ranged from the simple to the complex often involving sensitive environmental, title and zoning issues. “I have been fortunate to work with some great companies over the years but wanted something new. As the industry shifts from coverage to capacity difficult regulatory issues have become even more complex. By combining my experience with      a select group of subcontractors and subject matter experts we are able to develop a portfolio of high quality facilities.” As Principal and Managing Member, Ciolfi is responsible for overseeing all aspects of the development process from property acquisitions, permitting, construction and interfacing with carrier representatives.




Prior to forming Evolution Site Services, Mr. Ciolfi was a Member and Vice President of Mariner Tower II, LLC based in Kennebunkport, ME. During his tenure (2006-2014), Mr. Ciolfi developed a portfolio of over 45 new towers throughout New England and New York.


From 2004-2006 Ciolfi served as General Manager of Site Development for Massachusetts based National Grid Wireless (Gridcom), a division of National Grid Transco of the United Kingdom, and the fourth largest utility company in the world. As part of the initial launch into the US market, Mr. Ciolfi established and directed the site development team, and oversaw the search, selection, financial modeling, acquisition, permitting and development of new tower sites throughout the northeastern United States, including company owned pylons, transmission facilities and private properties.


From 2000 to 2004, Ciolfi served as Senior Vice-President of Tower Ventures, Inc.  While at Tower Ventures, Ciolfi managed the development activities including site design and selection, site acquisition, permitting and construction for new and replacement facilities.  During his tenure, the company developed  a portfolio of over 60 new towers in some of the most challenging zoning environments in New England and Upstate New York.


Prior to joining Tower Ventures, Mr. Ciolfi worked from 1999 to 2000 as the Program Manager for Crown Castle International and was an integral part of establishing their Latham, NY office.  Crown Castle is one of the world's largest independent tower companies, with over 40,000 sites under management.  While at Crown Ciolfi established and managed the site development, construction and operation teams in the upstate New York and western New England region. His responsibilities included site acquisition, permitting, development and leasing activities including the coordination and management of a 100 site build-to-suit program for Bell Atlantic Mobile (now Verizon Wireless).


From 1995 to 1999, Ciolfi served as a Manager of Real Estate and Zoning for NYNEX Mobile, which became Bell Atlantic NYNEX Mobile, now Verizon Wireless, where he developed new sites throughout the State of Vermont, acted as a liaison with Bell Atlantic Mobile's New Jersey corporate office, local attorneys and Washington DC legislators. Prior to leaving Bell Atlantic NYNEX Mobile Ciolfi managed and coordinated the collocation and leasing activities for the company's existing tower portfolio for western New England and upstate New York.


Ciolfi began his telecommunications career in 1992 as a real estate consultant for Cellular One (now AT&T) in the Boston market, where he used his prior experience in real estate development to acquire properties, navigate through complex zoning environments and develop new facilities throughout eastern Massachusetts.  


Mr. Ciolfi holds a BS in Business Administration with a concentration in Entrepreneurship & New Venture Creation from Northeastern University. OSHA Certification and various Construction Management Certificates.
